There are concrete stain removers that are available on the market and sold at big box retailers. The only thing they want to make sure they use is a water based cleaner. If the stain is truly in the joint infill material, power washing the sand infill and replacing it would be easier than cleaning it. Avoid any acidic cleaners.

Hi Diane!

Sounds like a gross problem! Have you tried a concrete paver cleaner? You should be able to find one at Home Depot.
